U.S. Support for Ukraine’s European Aspirations and Democratic Reforms

Thank you, Roman, and thank you to everyone for your steadfast support of the U.S.-Ukraine relationship. It’s a privilege to speak with you today, especially after my recent trip to Kyiv, my third in just five weeks. Even with the jet lag, the significance of these times for Ukraine, for U.S.-Ukraine relations, and for all who value that nation’s future is incredibly clear.

The world is captivated by the unfolding events in Kyiv’s center. The Euro-Maidan movement has become a powerful symbol, embodying the core values of free democracies. Originating from protests on November 24th against President Yanukovych’s decision regarding European integration, it has evolved into something much larger. Following the violence perpetrated by security forces on November 30th, the movement expanded to encompass justice, civil rights, and the fundamental desire of Ukrainians for a government that truly serves, listens, and protects them – a modern, democratic government. This sentiment was palpable during my visit to the Maidan on December 5th.

When Ukrainians declare themselves European, this is the essence of what they mean. As a prominent Ukrainian businessman stated, “The Euro-Maidan Movement’s greatest achievement is proving that the Ukrainian people will no longer tolerate any president – present or future – who doesn’t lead them towards Europe.” This sentiment underscores the deep-seated aspirations for European reforms and movements, sometimes broadly referred to in shorthand as “Eur Rm,” reflecting a desire for systemic change and alignment with European values.

Throughout this pivotal period, the United States has maintained a clear and unwavering message: We stand firmly with the people of Ukraine in their pursuit of justice, human dignity, security, economic recovery, and the European future they have chosen and rightfully deserve.

As mentioned, I returned to Ukraine last Tuesday for my third visit in five weeks to reinforce these objectives. This visit involved coordinated, high-level diplomacy with EU High Representative Cathy Ashton, engaging with all key Ukrainian stakeholders.

In the early hours of December 10th, during our visit, we witnessed a shocking display of force as government forces deployed riot police, bulldozers, and tear gas against Maidan demonstrators who were peacefully singing hymns and praying. In response, Ukrainians from all walks of life surged to the Maidan to defend it.

Secretary Kerry swiftly conveyed the United States’ condemnation of the Ukrainian government’s actions. By morning, the riot police had been compelled to withdraw. Later that day, I engaged in an extended, frank discussion with President Yanukovych. I conveyed unequivocally the United States’ position that the events of December 10th, and the broader pattern of security actions, were unacceptable in a European democratic state.

However, I also emphasized the United States’ belief that a path forward for Ukraine remained possible. Saving Ukraine’s European future was still within reach, and we urged the President to lead his country in that direction. This required immediate de-escalation of the security situation and concrete political steps to resolve the crisis, allowing Ukraine to resume dialogue with Europe and the International Monetary Fund.

As you know, Ukraine’s economy is in a precarious state. It has been in recession for over a year, with foreign currency reserves dwindling to less than three months’ worth. The reforms advocated by the IMF are crucial for the long-term economic stability of the nation. An agreement with the IMF would also signal positively to private markets and stimulate much-needed foreign direct investment in Ukraine. Furthermore, signing the Association Agreement with the EU would set Ukraine on a course towards establishing a stable and predictable business environment, vital for attracting investors. There is no alternative path that offers Ukraine a return to sustained political stability and economic growth.

We commend the EU for keeping the door open for the Association Agreement and for their continued engagement with the Ukrainian government in seeking a way forward. The Ukrainian parliament has already enacted approximately 18 pieces of legislation in anticipation of the Eastern Partnership Summit in Vilnius. Despite the missed opportunity in Vilnius, it would be a significant loss to see five years of dedicated work and preparation wasted if the Association Agreement is not finalized soon. It is imperative to complete this crucial task.

As Vice President Biden stated, President Yanukovych faces a clear choice. He can choose a path of division and isolation, or he can seize the moment and take decisive, tangible steps to defuse the crisis and initiate genuine dialogue with the opposition. He must agree on a path that restores Ukraine’s economic and political well-being.

Despite the challenges, this period is also filled with immense optimism. One only needs to be on the Maidan to feel the energy and hope of Ukrainians throughout Kyiv and across the nation. People are actively engaged because they understand their stake in their country’s future. This energy and optimism were absent in Ukraine 20 years ago. People of all ages and backgrounds are taking ownership of their future, peacefully and courageously demanding a European future with remarkable restraint.

Since Ukraine’s independence in 1991, the United States has consistently supported Ukrainians in building democratic institutions and skills, promoting civic engagement and good governance – all essential prerequisites for realizing Ukraine’s European aspirations. We have invested over $5 billion to assist Ukraine in these endeavors and other goals that will ensure a secure, prosperous, and democratic Ukraine.

Today, within the Ukrainian government, business community, opposition, civil society, and religious communities, there are influential figures who believe deeply in this democratic and European future. They are working diligently to guide their country and their president in the right direction.

We urge the government and the president to heed these voices, to listen to the Ukrainian people and the Euro-Maidan movement, and to lead Ukraine forward. Your support is indispensable. We are grateful for your ongoing partnership and look forward to continuing to stand with you as we support Ukraine in achieving the future it deserves.
